Utilities: document shutoff/cap/control confirmation for electric, gas, water, steam, and sewer lines outside the building line, or the documented relocation/protection plan if a utility must stay live during the work, and that utility companies were notified (§1926.850(c–e)). 4. Hazardous materials: verify the hazardous-material determination is on file — including the NESHAP pre-demolition asbestos survey — and that any chemicals/gases/flammables in pipes or tanks were purged or controlled before work (§1926.850(f)); never sample or disturb suspect material yourself. 5. If it does not match the plan
- Demolition underway or imminent with NO written engineering survey on site -> STOP-WORK: document, keep clear, route to the competent person / a registered engineer; never authorize continuation.
- Any utility not confirmed shut off/capped/controlled (or no documented protection plan for a required live line) -> STOP-WORK for affected work; route to the competent person and the utility.
- No NESHAP asbestos survey on file, or suspect friable material observed -> STOP-WORK for disturbance work; route to a licensed asbestos inspector/abatement contractor; never sample or disturb it yourself.
- Workers inside the structure during mechanical demolition, or fire-damaged members unbraced where workers must pass -> STOP-WORK; keep clear; route to the competent person.
- Any entry into a structurally compromised structure, sampling, or demolition direction -> observe-and-document only; the competent person / engineer performs and approves these. Approval and correction stay human.
