• No NESHAP asbestos survey on file, or suspect friable material observed -> STOP-WORK for disturbance work; route to a licensed asbestos inspector/abatement contractor; never sample or disturb it yourself.
• Workers inside the structure during mechanical demolition, or fire-damaged members unbraced where workers must pass -> STOP-WORK; keep clear; route to the competent person.
• Any entry into a structurally compromised structure, sampling, or demolition direction -> observe-and-document only; the competent person / engineer performs and approves these. Approval and correction stay human.
