Steps

1. Photograph the site BEFORE with GPS on and a legible timestamp; confirm you are inside the posting radius.
2. 2. List which petals the packet covers; do not assess outside them.
3. 3. For each petal, record the imperative being evidenced by its number.
4. 4. Collect primary evidence only: product declarations, meter readings, photographs, and dated documents.
5. 5. Photograph every label, meter, and detail before anything is concealed.
6. 6. Record measurements as numbers with units, never as descriptions.
7. 7. Assemble the evidence indexed by imperative so a reviewer can follow it.
8. 8. Record explicitly what could NOT be evidenced and why.

If it does not match the plan

• A claim cannot be evidenced with a document, a reading, or a photo -> record it as unevidenced; never infer it.
• Evidence is a manufacturer marketing claim rather than a declaration -> insufficient, mark the gap.
• Site condition prevents access to a required detail -> document the obstruction rather than estimating.
• Any conflict between the standard and site reality -> record both; do not resolve it yourself.

What counts as done

• Petals and imperative numbers named for every piece of evidence
• Primary evidence only, indexed by imperative
• Measurements recorded as numbers with units
• Unevidenced items listed explicitly with the reason
