If it does not match the plan

• Utility locate not complete -> no digging is assigned, full stop.
• A volunteer is working unsafely -> stop that task immediately and re-brief.
• Heat index or weather turns hazardous -> stop; document partial completion.
• Species on the list is unavailable -> substitute only with a documented native equivalent, and record the substitution.
• No maintenance owner identified -> the restoration is not complete; record the gap.
