Steps
- Document only: from the sidewalk or driveway, photograph the yard's ground cover (bare soil vs. grass/mulch coverage) and any peeling or chalking exterior paint.
- Note the property's proximity to the historic smelter footprint from the public EPA site map reference, without entering any restricted area.
- Record whether children/pets have regular access to bare-soil areas, from the resident's own account only.
- Compile the photo-documented flag sheet and route it to the resident with the EPA program's certified-assessment contact: do not dig, disturb, or collect any soil or paint sample.

What is promised, and what is not
