Steps

If it does not match the plan
- No permit or no utility locate -> STOP: do not cut.
- Cutting without water-fed dust control -> STOP (respirable silica).
- Geometry cannot meet R304 within the existing footprint -> document and route to the city's ADA transition-plan engineer instead of pouring a non-compliant ramp.
