advanced work · the public sidewalk frontage at Roeding Elementary School, 1225 W Dakota Ave, Fresno, CA 93705
Repair the heaved sidewalk panel on the walking route to Roeding Elementary School
The safe-routes walk flagged a heaved, cracked sidewalk panel on the main walking route — a trip hazard for students walking to school every day. Standard: undefined Proof: before/after photos + permit + material spec + GPS Method (undefined): 1. Survey the panel for heave/cracking and photograph as found. 2. Saw-cut and remove the damaged panel section. 3. Pour a replacement panel with a permeable finish per the city's stormwater BMP spec. 4. Cure and photograph the finished, level, permeable panel. Done when: before/after photos + permit + material spec + GPS
How this work is done
A documented method, so this packet comes out the same whoever does it. Typically 240–600 minutes. Method of record: Sidewalk panel repair with permeable finish per ADA/PROWAG surface requirements + EPA permeable pavement BMP, under municipal right-of-way permit — trained crew with wet-cut dust controls; assess→repair→verify
Bring
- right-of-way permit + traffic cones/barricades and signage
- wet-cut saw or grinder with water feed + vacuum (dust control), or paver lift/reset tools
- permeable paving material (permeable pavers/pervious mix) + bedding aggregate + compactor
- 2-ft level / smart level + measuring wheel + camera
Steps
- 1. ASSESS: measure and photograph each displaced/cracked panel (lift height, cross-slope, ponding), mark the repair extent, and confirm the right-of-way permit and utility locates (811) before any cutting.
- 2. Set up cones/barricades and a safe pedestrian detour; keep all work out of the traffic lane.
- 3. Remove or wet-cut the failed section with water-fed dust controls; excavate to the design subbase and correct the root or subgrade cause (root-prune only per the city arborist standard).
- 4. Place open-graded base and the permeable surface (pavers or pervious mix) to ADA/PROWAG slope and lippage limits; compact and edge.
- 5. VERIFY: check cross-slope ≤2% and vertical discontinuity ≤1/4 inch, water-test infiltration, photograph before/after from the same vantage, and close out the permit.
If it does not match the plan
- No utility locate (811) or no right-of-way permit -> STOP: do not cut.
- Any cutting/grinding without water-fed dust control -> STOP (respirable silica); wet methods or vacuum shroud are mandatory.
- Structural failure larger than a panel (undermining, sinkhole) -> document and route to the city engineer; do not patch over.
What counts as done
- Finished surface meets ADA/PROWAG: cross-slope ≤2%, lippage ≤1/4 inch (level photos)
- Water-test photo/video shows infiltration through the permeable section (no ponding)
- Before/after photos from matching vantage + permit close-out reference
- Pedestrian detour maintained for the whole work window (setup photo)
