  1. 1. ASSESS: photograph the dry upland bank/path section as found, and confirm the entire work area is above the wrack line — never below it, never in water or exposed sediment.
  2. 2. Clear litter and debris by hand/grabber tool, bagging material and separating recyclables; report (do not collect) any drum, needle or unknown hazardous container.
  3. 3. Where the bank is bare or eroding, key the surface lightly by hand (no digging deeper than 2 in) and install staked coir erosion-control matting; where the site calls for planting, plant native upland species and water in from the dry bank.
  4. 4. Where the work is access-path maintenance, regrade and compact the existing dry path surface to a stable, ADA-consistent grade.
  5. 5. VERIFY: photograph the finished section from matching vantage, log the practice performed (bag count / sq ft matted / species planted / path length), and confirm no step of the work crossed the wrack line into sediment or water.
