advanced work · the Duwamish River overlook path near the South Park Bridge, South Park, Seattle, WA 98108
Repair the ADA access path to the Duwamish River overlook near the South Park Bridge
The gravel path connecting the sidewalk to the river overlook near the South Park Bridge has washed out and settled unevenly, shutting out wheelchair and stroller access to the one public river view this stretch of South Park has. Standard: Community-stewardship practices consistent with the EPA Region 10 Lower Duwamish Waterway Superfund cleanup (listed 2001; sediment cleanup ongoing under EPA/Washington Ecology oversight) — upland shoreline habitat restoration, litter and pollution-vector reduction, and safe public river access on the DRY BANK ONLY (never sediment or in-water contact, which routes to the licensed EPA-overseen cleanup contractor). SDG 6.6 + SDG 11 (South Park is an EPA-designated overburdened/environmental-justice community) + SDG 14. Proof: permit (if applicable) + before/after level readings + finished-path photos + GPS Method (Community-stewardship practices consistent with the EPA Region 10 Lower Duwamish Waterway Superfund cleanup (listed 2001; sediment cleanup ongoing under EPA/Washington Ecology oversight) — upland shoreline habitat restoration, litter and pollution-vector reduction, and safe public river access on the DRY BANK ONLY (never sediment or in-water contact, which routes to the licensed EPA-overseen cleanup contractor). SDG 6.6 + SDG 11 (South Park is an EPA-designated overburdened/environmental-justice community) + SDG 14.): 1. Measure and photograph the path's failed sections (washout, cross-slope, surface unevenness) against ADA/PROWAG trail-surface limits; confirm permit if the path is on public land. 2. Set a temporary detour marker; all work stays on the existing dry upland path footprint. 3. Regrade and compact a firm, stable surface (crushed fines or equivalent ADA-compliant trail material) to correct the washout — no work below the wrack line. 4. Verify slope and surface firmness with a level and photograph the finished path, and confirm continuous access from sidewalk to overlook. Done when: permit (if applicable) + before/after level readings + finished-path photos + GPS
How this work is done
A documented method, so this packet comes out the same whoever does it. Typically 30–180 minutes. Method of record: Lower Duwamish Waterway Superfund dry-bank shoreline stewardship — upland litter/debris removal, erosion-control matting, native upland planting, and ADA access-path maintenance, strictly on the DRY UPLAND BANK (never sediment or in-water contact, which routes to the EPA-overseen cleanup contractor). EPA Region 10 LDW community-involvement practice. SDG 6.6 / 11 / 14. assess->clear/stabilize/plant->verify
Bring
- grabber tool + trash bags (litter removal)
- biodegradable coir matting + wood/biodegradable stakes (erosion control)
- trowel/shovel + native upland plant or seed stock (planting)
- rake + tamper (access-path surface maintenance)
- camera + GPS
Steps
- 1. ASSESS: photograph the dry upland bank/path section as found, and confirm the entire work area is above the wrack line — never below it, never in water or exposed sediment.
- 2. Clear litter and debris by hand/grabber tool, bagging material and separating recyclables; report (do not collect) any drum, needle or unknown hazardous container.
- 3. Where the bank is bare or eroding, key the surface lightly by hand (no digging deeper than 2 in) and install staked coir erosion-control matting; where the site calls for planting, plant native upland species and water in from the dry bank.
- 4. Where the work is access-path maintenance, regrade and compact the existing dry path surface to a stable, ADA-consistent grade.
- 5. VERIFY: photograph the finished section from matching vantage, log the practice performed (bag count / sq ft matted / species planted / path length), and confirm no step of the work crossed the wrack line into sediment or water.
If it does not match the plan
- Any part of the task would require entering water, mud, or exposed sediment -> STOP, this is the licensed EPA-overseen cleanup contractor's task, document only.
- An unknown drum, sheen, or odor is present -> stop, do not touch, photograph from a safe distance and report to the MS4/311 or EPA site line.
- The bank slope or footing is unsafe for the planned work -> stop and document instead of proceeding.
What counts as done
- Before/after photo pairs of the worked dry-bank section
- Quantity log matched to the specific practice (bags, sq ft, species/count, or path length)
- Photo confirmation the work stayed above the wrack line, never in sediment or water
- Any hazardous or unknown item documented and reported, never collected
Proof is measured against these, not judged by taste.
