How this work is done

Method of record: SDG-aligned community needs identification + intake (programmatic 311 front door) — maps a named local ecological or social need to a specific SDG target, a real place, and an actionable protocol intake, using photo + GPS + community input + a named referral target

Steps

1. 1. Navigate to the named location; confirm GPS is inside the posting radius; record the GPS waypoint.
2. 2. Photograph the current state of the unmet need (the gap, the condition, the absence) with a clear timestamp — the photo must show what is missing or failing, not just a streetview-style shot.
3. 3. Document the community impact: record at minimum one household or resident account of how the need affects daily life; note the population affected (households, block, facility) and the primary harm (health risk, access barrier, safety hazard, environmental degradation).
4. 4. Map the need to a named SDG target: record the SDG number and target (e.g. SDG 11.7, SDG 6.1, SDG 2.1, SDG 11.1) and confirm the need matches the target's scope.
5. 5. Identify the vertical lane the work belongs to: housing (renovation/healthy-home), food (provenance/delivery), water, urban-canopy, or the appropriate ecological lane — state which existing protocol work type would provision the solution.
6. 6. Look up and record the named intake target — the specific program, agency, or case queue the need should be routed to (e.g. city work-order URL, federal program intake, lead service line replacement registry); document the current gap between the need and the intake.
7. 7. Compile the intake record: GPS, photos, SDG tag, community impact note, vertical lane, named intake target, and any program reference numbers; sign it as the identifying worker.

If it does not match the plan

• Need cannot be GPS-confirmed on-site (remote or inaccessible location) -> document the reason; do not claim on-site verification; the intake is still useful but must be labelled 'remote identification, unverified on-site'.
• No community impact statement obtainable -> the intake may still be useful as an environmental observation, but the intake should note 'no resident impact confirmed'; the protocol prefers lived-experience evidence for SDG need intakes.
• Multiple SDG targets apply to a single need -> record all applicable targets; the primary one is the most proximate (the most direct unmet need, not the upstream cause).
• Regulated work required to address the need (e.g. water testing, electrical, abatement, structural) -> route to the appropriate licensed-pro lane; the intake documents and refers, never attempts the regulated work.

What counts as done

• GPS waypoint inside the posting radius with timestamped photo showing the unmet need
• Community impact statement: at least one named household or resident account of the harm
• SDG target recorded with number + target (e.g. SDG 11.1 adequate housing), matched to the need
• Named intake target: a specific program, agency, or work queue the packet can be routed to
• Vertical lane identified: housing / food / water / urban-canopy / other protocol lane
• The intake record is actionable — a coordinator can hand it to the correct program without re-investigating
