Photograph and record peeling old paint in invited pre-1978 Santa Ana homes
Santa Ana's central neighborhoods are wall-to-wall pre-1978 housing, and studies of the city's older blocks have found elevated lead in both homes and soil, with children's blood-lead rates above county averages. A careful photographed survey of peeling and chalking paint in invited homes — no touching, no scraping — gives each family the documented record that unlocks county remediation help. Standard: EPA Renovation, Repair and Painting (RRP) rule context and county lead program intake — SDG 3. Proof: Room-by-room photo findings list Method (EPA Renovation, Repair and Painting (RRP) rule context and county lead program intake — SDG 3.): 1. Confirm the occupant's invitation and walk each room and the exterior. 2. Photograph peeling, chalking, and friction-surface paint without touching or disturbing any surface. 3. Note window sills, door jambs, and porch surfaces where children could contact chips or dust. 4. Deliver the photographed findings list to the occupant and upload with GPS and date. Done when: Room-by-room photo findings list
How this work is done
A documented method, so this packet comes out the same whoever does it. Typically 60–120 minutes. Method of record: Lead-safe renovation readiness survey (EPA RRP Rule, 40 CFR Part 745 Subpart E + HUD Lead Safe Housing Rule framing; visual documentation only — no disturbance, no sampling)
Bring
- camera (close-up capable for paint-condition photos)
- tablet/clipboard with the room-by-room paint-condition checklist
- flashlight
- tape measure (deteriorated-paint extent, window/door friction surfaces)
- county assessor / permit record for year-built confirmation
Steps
- 1. Confirm the home's year built from assessor/permit records and the household's renovation intent (which rooms, which surfaces, kids or a pregnant occupant in the home?). Pre-1978 + planned paint disturbance = the RRP Rule applies to the work — record that determination.
- 2. Walk room by room photographing paint condition: intact vs deteriorated (peeling, chipping, chalking, flaking) with approximate square footage per surface, without touching, scraping, or disturbing anything.
- 3. Document friction and impact surfaces separately (window sashes/wells, door edges, stair treads, porch floors) — the highest-exposure surfaces for children — plus any visible paint dust or chips at floors and window troughs.
- 4. Map the household's planned renovation against the inventory: which planned activities would disturb painted surfaces (and exceed RRP de minimis — >6 sq ft interior / >20 sq ft exterior per room/component), and which are paint-safe as planned.
- 5. Assemble the lead-safe renovation package: the room-by-room condition inventory, the disturbance map, the requirement that a certified firm perform testing (EPA-recognized kits or an XRF by a certified inspector) and all disturbing work, and the local lead-hazard-control grant / health-department programs the family may qualify for.
- 6. Review with the household in plain words — what can proceed now, what waits for the certified firm, why the kids' window sills matter most; enter photos, GPS/address, year-built evidence, the inventory + disturbance map; sign. The family's claim of a lead-safe renovation = this package — Real, Proven, One-of-one.
If it does not match the plan
- Any planned activity that would disturb paint in a pre-1978 home beyond RRP de minimis -> mark certified-firm-only (EPA Lead-Safe Certified); the survey NEVER green-lights disturbance and never performs testing itself.
- Visible paint chips/dust in a child's sleeping or play area, or on window troughs/sills -> flag URGENT to the household and route to the local health department's lead program (possible hazard-control grant + child blood-lead screening guidance).
- Deteriorated paint actively falling in an occupied space -> advise the household to keep children clear of that area and route immediately; do not clean it up yourself (improper cleanup spreads leaded dust).
- Household reports a child with an elevated blood-lead result -> stop planning cosmetics; route to the health department / a certified risk assessor first — the renovation plan follows the risk assessment.
What counts as done
- Year built confirmed from records and the RRP-applicability determination recorded
- Room-by-room paint-condition photo inventory (intact vs deteriorated w/ approximate extent) incl. friction/impact surfaces, captured without disturbance
- Planned-renovation disturbance map: each planned activity marked paint-safe vs certified-firm-only (with the RRP de minimis context)
- Lead-safe renovation package delivered: inventory + disturbance map + certified-firm/testing routing + local lead-hazard-control funding paths
