Stabilize the documented lead paint hazards on an invited Syracuse home — certified crew
Documented peeling lead paint on a Syracuse South Side home stays a daily hazard to the children inside until it is wet-scraped, primed, and sealed by someone trained to do it without spreading dust. This is the paid, certified follow-through the documentation rung exists to trigger. Standard: EPA RRP lead-safe work practices (certified renovator); HUD paint stabilization standard; SDG 3. Proof: RRP certificate on file plus containment, work, and cleanup photos Method (EPA RRP lead-safe work practices (certified renovator); HUD paint stabilization standard; SDG 3.): 1. Verify current EPA RRP certification and the occupant invitation before any work. 2. Set containment sheeting and warning tape per RRP around each work area. 3. Mist, wet-scrape, and wet-sand the failing areas — never dry-sand or power-grind. 4. Prime and topcoat the stabilized surfaces and clean up with HEPA vacuum and wet wipe per RRP. 5. Photograph containment, each stabilized area, and the cleanup verification with GPS and date. Done when: RRP certificate on file plus containment, work, and cleanup photos
How this work is done
A documented method, so this packet comes out the same whoever does it. Typically 120–240 minutes. Method of record: EPA RRP-certified renovator hands-on lead-safe paint stabilization (containment, wet methods, HEPA-vacuum cleanup, clearance verification) on a pre-1978 home's deteriorated painted surfaces, per 40 CFR Part 745 Subpart E
Bring
- EPA Lead-Safe Certified firm credentials + RRP-compliant containment sheeting
- wet-sanding/wet-scraping tools (no dry sanding/scraping, no open-flame burning)
- HEPA vacuum + HEPA-filtered respirator/PPE per the RRP work-practice standards
- post-work clearance dust-wipe test kit
Steps
- 1. ASSESS: confirm the certified-firm/renovator credential and the pre-work lead-hazard-document-survey findings (which surfaces, which planned disturbance); set up RRP-compliant containment (plastic sheeting, warning signs, occupant/child exclusion from the work area) before any disturbance.
- 2. Stabilize the deteriorated paint using RRP-compliant wet methods only (wet scraping/wet sanding, or a HEPA-shrouded tool) — never dry sanding, dry scraping or open-flame burning.
- 3. Prime and finish-coat the stabilized surface with the agreed paint/finish; keep containment in place until cleanup is complete.
- 4. Perform RRP cleanup: HEPA-vacuum all surfaces and the containment area, wet-wipe, and verify with the post-work cleaning verification / clearance dust-wipe method.
- 5. Remove containment only after clearance passes; photograph the finished surface and file the RRP compliance record (firm certification, work practices used, cleanup verification) with the household.
If it does not match the plan
- Any planned dry sanding, dry scraping or open-flame paint removal -> STOP, RRP-compliant wet/HEPA methods only.
- Post-cleanup clearance/cleaning verification fails -> re-clean and re-test before removing containment; never leave a failed-clearance area open to the household.
- Any occupant/child not excluded from the contained work area during disturbance -> STOP work until they are clear.
What counts as done
- Certified-firm/renovator credential and containment set up and photographed before any disturbance
- Only RRP-compliant wet work practices used (photographed) — no dry sanding/scraping/open-flame
- HEPA-vacuum cleanup + clearance/cleaning verification passed and documented
- Finished surface photographed + RRP compliance record filed with the household
