Steps
- 1. Walk the occupant's actual day with them: wake, bathroom, kitchen, mail, laundry, favorite chair, bed. Record where they hesitate, grab, or avoid — the retrofit plan serves this routine, not a generic checklist. Their claim is simple: to stay in this home, safely.
- 2. Run the fall-hazard walkthrough (CDC STEADI home checklist): loose rugs and cords, stair condition + handrails both sides, tub/shower entry, toilet height, night path from bed to bathroom; photograph each hazard.
- 3. Measure the home against ICC/ANSI A117.1 references: doorway and hall clear widths, threshold heights, one-zero-step entry feasibility, bathroom clearances and reinforcement-ready walls for grab bars, kitchen reach zones; measure the light level on night paths and task areas.
- 4. Assess first-floor-living feasibility honestly: could a bedroom + full bath + laundry work on the entry level, and what would each move require (and which require a licensed contractor or structural review)?
- 5. Build the prioritized retrofit plan: immediate zero-construction wins (rug/cord/lighting/night-light changes), quick installs (grab bars into solid blocking, handrails, lever handles, threshold ramps), and contractor-scale items (bath reconfiguration, ramp with proper slope ~1:12, door widening) — each cost-banded, with funding paths (OAA/USDA-504/state) the household may qualify for.

If it does not match the plan
- Any structural change (ramp, door widening, bath reconfiguration, stair modification) -> plan-and-route only; a licensed contractor scopes and performs it — the survey never installs.
- Occupant reports recent falls, dizziness, or declining mobility -> advise routing to their clinician / an occupational therapist for a care-level assessment; the survey plans the home, never the person's health.
- Grab-bar locations without solid blocking/reinforcement visible -> mark as install-into-blocking-only by a qualified installer; a grab bar into drywall is a hazard, not a fix.
- Electrical work beyond plug-in lighting (switch relocation, added circuits, stair lighting) -> licensed electrician only.
- Evidence the occupant may be unsafe at home tonight (no rail on a used stair, non-functional bathroom) -> flag URGENT to the household/caregiver the same day, with the interim zero-construction mitigation named.
