Voluntarily flooded rice fields near Delevan NWR add critical Pacific Flyway waterbird habitat each winter, but there is no current volunteer-level photo record of which fields are actually holding water and hosting birds through the season. From the public road shoulder only, observe a winter-flooded rice-check field bordering the refuge complex during the Pacific Flyway waterbird season. 2. 2. Photograph the field's flood depth boards/water level and any visible waterbird activity from the road, never entering the private field. 3. 3. Note the apparent flood-up date/extent and any dry or partially-flooded checks visible from the road. 4. 4. Record a ranked follow-on note for the county/NRCS voluntary winter-flooding habitat program naming any field observed dry through peak season. Steps

1. 1. Navigate to the outfall/reach; record GPS; photograph it, capturing any visible flow or staining.
2. 2. Note whether flow is present in dry weather (yes/no).
3. 3. Measure and record pH, conductivity, and each specified analyte per kit instructions.
4. 4. Log any color, odor, floc, or aquatic-life observation.
5. 5. Enter all readings with units, GPS, time, and photos into the proof record; sign.

If it does not match the plan

• Dry-weather flow present with elevated conductivity/ammonia/surfactants -> flag suspected illicit discharge for the responsible agency.
• pH < 6 with visible iron floc -> tag suspected acid mine drainage; recommend metals lab panel.
