1. 1. From the public road shoulder only, observe a winter-flooded rice-check field bordering the refuge complex during the Pacific Flyway waterbird season.
2. 2. Photograph the field's flood depth boards/water level and any visible waterbird activity from the road, never entering the private field.
3. 3. Note the apparent flood-up date/extent and any dry or partially-flooded checks visible from the road.
4. 4. Record a ranked follow-on note for the county/NRCS voluntary winter-flooding habitat program naming any field observed dry through peak season.
