All of it: the words, the place, the proof

Install a heat pump at the library branch in Highland Park, Los Angeles CA. The energy audit here found an aging, inefficient heating and cooling system with no low-carbon path scoped. Size it, permit it, and commission it. For the payer: - Price: $220 per job, counted in heat pumps installed. - Likely payer: LADWP rebate programs, paid to the account holder after the program's pre-approval. - License: CSLB C-20 Warm-Air Heating, Ventilating and Air-Conditioning for the heat pump and ducts; C-10 Electrical for the circuit; C-36 Plumbing for a heat pump water heater.

Fund it for $220. The receipt lands onchain once the proof is approved.

This job is not funded yet, so this figure is a proposed price, not money held for the worker. If a buyer funds it, approved proof settles that price onchain. If nobody funds it, approved proof earns provable credit toward the work instead of cash: recorded, and readable any time at vealth.net/labor/credit/(your wallet). You see which before you claim, never after.

Proof
permit + EPA 608 recovery record + commissioning sheet + inspection pass + before/after photos

This is exactly what gets it approved. Nothing settles without it.

Safety, read before you claim

After the crew's safety orientation, hand the work to licensed trades only: an EPA 608 technician for refrigerant, an electrician for the circuit, a gas fitter for any gas capping. Never start before permits, consent and the date are set. Tie off every person on a roof and write the rigging plan before any lift. STOP at old flue pipe, gaskets or duct wrap until asbestos is ruled out, braze only with nitrogen flowing and a fire watch, and test the water heater's vent for spillage and CO before leaving.

The full safety list for this job:

  • Licensed or credentialed crew only: an EPA 608 technician handles refrigerant and a licensed electrician lands the circuit, with permits and a roof-access and lift plan per the building's requirements.
  • Never start work before building consent and scheduling are in place.
  • The refrigerant technician follows the A2L rules for R-32 and R-454B. A competent person runs roof and lift work with everyone tied off and a written rigging plan. After the furnace is out, check the water heater: if it shared a flue with the furnace, the flue may now be too large and can spill exhaust; test draft and carbon monoxide with the water heater running and the doors closed, and have the vent re-sized or lined by a licensed contractor before leaving. Gas lines are capped by a licensed gas fitter with a pressure test, never by the crew with a pipe plug. Braze only with dry nitrogen flowing, a fire watch and extinguisher at hand, combustibles and insulation covered or removed, and never in an attic over blown insulation without a shield. R-32 and R-454B are mildly flammable: no ignition sources, A2L-rated recovery gear and leak detector, ventilation. Rooftop work: anchors rated and placed before anyone goes up, tie off from the ladder to the unit, keep the edge and any skylight covered or guarded, stop lifts in wind, signal person and tag line, drop zone cleared. Condensate goes to an approved drain, never onto a walkway or a neighbor's property, and a float switch goes on any unit over a ceiling. Run the heat plan in attics and on roofs: water, a cool rest and a buddy check (indoor heat rule, section 3396).
  • Falls over 7.5 feet at edges and openings; anchors rated and placed before anyone goes up, tie off from the ladder to the unit, guard or cover skylights and the edge; a written plan for a rooftop swap (Title 8 sections 1670 and 1730).
  • Training before use, ladder tied at the top and three feet above the landing, three points of contact (Title 8 sections 3276 and 1675).
  • Rated slings, trained signal person, tag line, drop zone cleared, no lift in wind, never stand under a load (Title 8 construction crane and rigging orders (verify the section)).
  • Dry nitrogen flowing while brazing, fire watch and extinguisher at hand, combustibles and insulation covered or moved, cylinders secured (Title 8 welding, cutting and brazing orders (verify the section)).
  • Old furnaces, floor and wall heaters in buildings built before 1981 can have asbestos in flue pipe, gaskets, paper and duct wrap: do not cut or break until tested (Title 8 section 1529).
  • Cutting painted walls or ceilings in a pre-1978 building for a line set trips the lead rule; core drilling or cutting concrete or stucco for the pad and line set needs wet or HEPA dust control (Title 8 sections 1532.1 and 1532.3).
  • Shut and lock the gas valve and the breaker before work; the gas fitter caps and pressure tests the line (Title 8 section 3314).
  • Attic or crawlspace air handlers: second person outside, light, rescue plan, no brazing over blown insulation without a shield (Title 8 Article 37, sections 1950 to 1962, the construction rules for confined spaces, or section 5157 in general industry).
  • Gear, Title 8 sections 3385 and 3384: safety-toe boots for heavy equipment and electrical hazards; insulated cut-resistant gloves for sharp sheet metal and cold refrigerant lines.
  • Outdoors: wildfire smoke, section 5141.1: at a PM2.5 AQI of 151 or more the employer provides N95 respirators for voluntary use and moves the work indoors or cuts exposure where feasible; above AQI 500 respirators are required under a respiratory protection program.
  • Outdoors: heat, section 3395: drinking water, shade and cool-down rests; shade is ready at 80 F and the high-heat steps start at 95 F.
  • Orientation, section 3203: the crew's injury and illness prevention program orientation comes before any work.
How this work is done

How this work is done

A documented method, so this packet comes out the same whoever does it.

Bring

  • EPA 608 card number and A2L training record on site
  • dry nitrogen cylinder with regulator and flow meter
  • micron gauge and vacuum pump
  • refrigerant scale and a recovery machine rated for the refrigerant
  • A2L-rated leak detector and non-sparking tools
  • combustion analyzer or CO meter and a manometer
  • non-contact voltage tester, multimeter and clamp meter
  • fire extinguisher and welding blanket
  • fall arrest harness, lanyard, rated roof anchor and a ladder stabilizer
  • HEPA vacuum
  • condensate float switch and drain pan
  • camera with date and GPS

Steps

  1. Obtain two things in writing before any work: the owner's or manager's consent for this work at this address, and, when an LADWP rebate pays for it, the rebate pre-approval with the pre-approval photos taken as the program asks. Work done before the pre-approval can be ineligible, so the start waits for it. Write both at the top of your proof.
  2. ASSESS: verify the Manual J/S sizing against the home, confirm electrical capacity for the new circuit, and photograph the existing system and nameplates. List every gas appliance and how each vents, and run the panel load calculation (CEC 220.83, or 220.87 with 12 months of LADWP demand data), saying whether load management could avoid a panel upgrade.
  3. Before anything is cut or removed, check old flues, gaskets and duct wrap for asbestos and the walls for lead, and stop if either is found; asbestos materials are left for a registered contractor. For a rooftop unit, check the roof structure and plan the lift and fall protection. Give tenants notice.
  4. The gas fitter shuts, locks, caps and pressure tests the gas line before the old system comes out.
  5. Decommission and recover refrigerant from the old system per EPA 608; remove equipment for lawful disposal/recycling and document it.
  6. After the furnace leaves, inspect and test the water heater's vent for spillage and CO.
  7. Set and mount the new equipment: the outdoor unit on a level pad or a rated wall bracket with the clearances on its label, the line set insulated with a UV-rated cover, condensate piped to an approved drain with a float switch where a leak would damage a ceiling, a disconnect within sight, and breaker and wire sized to the nameplate. A licensed electrician lands the new circuit.
  8. Braze the line set with dry nitrogen flowing, pressure test with nitrogen, evacuate and hold a standing vacuum (record the micron reading and hold time), and weigh in the charge to the nameplate.
  9. Commission to the Title 24 alteration tests: duct leakage, airflow, refrigerant charge and fan watt draw, with the HERS rater's verification and the certificate of installation registered where the code requires it.
  10. VERIFY: pass the mechanical, electrical and any gas inspection; record the commissioning numbers and before and after photos; leave the owner the Title 24 certificate, the permit sign-offs, the manual, the filter size, the shutoff locations and the maintenance schedule.

What counts as done

  • Old-unit nameplate photo + EPA 608 refrigerant-recovery record
  • Commissioning sheet (charge, airflow, both-mode delta-T)
  • Permit inspection pass reference
  • Before/after photos
  • The permit number with each inspection sign-off and date (mechanical, electrical, gas if touched).
  • The Title 24 certificate of installation number, with the HERS rater verification.
  • The micron reading with the hold time.
  • The pounds of refrigerant recovered and charged.
  • A CO and draft test of the water heater vent after the furnace is out.
  • Photo of the capped gas line with its pressure gauge.
  • Photos show the nameplates, the outdoor unit with clearance on a level pad, an insulated line set, and the gas line capped.
  • Consent: the owner's or manager's written consent, naming the address and the work, dated before the first photo.
  • Pre-approval first: the LADWP rebate program's pre-approval or reservation number and date, from before any work, or the words 'no rebate' when none is claimed.
  • Completion matches the pre-approval: the pre-work photos taken for it, and the completion measurements (make, model and rated capacity from the nameplate) that match what the program approved.
  • Photos: take the before photo and the after photo from the same point (stand where the first one was taken and match its frame), each with its GPS point and its date and time.

Proof is measured against these, not judged by taste.

What is promised, and what is not

Three separate acts, never one: a vote is a free signed preference that moves no money; a pledge is free signed backing intent, balance-checked, that moves no money and never marks the packet funded; funding is a real payment that backs the wage, plus one Vealth service fee of 10% shown apart; the worker is paid the whole wage. Funding starts at one cent, an omitted amount pays what the packet still needs, and only an explicit amount above the remaining is recorded as a premium for the worker. Money settles only on accepted proof. An agent can fund it in one x402 call: POST /nurture/fund {"workId":"WORK_1784870074407_j527jwn","funderWallet":"0xYOU"}.

Open, but not claimable yet. restricted: permit-required, regulated. Regulated or permit-required work cannot be claimed on this rail yet. It stays readable; voting and pledging are free, and funding is separate from claiming.

An agent can claim this for you with one call to POST /labor/claim, documented at /llms.txt.

Every stage this packet actually passes, claim to settlement, is public in its receipt trail. A stage that has not happened is not claimed.

Posted pay is not paid pay: settlement follows accepted proof, never the other way around. Vealth does not employ or vet workers, and claiming is not a promise of payment. See how proof and receipts work.

Other acts: vote, pledge, fund
