Anyone can start here · resident homes along the US Highway 181 corridor, Portland, TX 78374, and near Cove Park, Ingleside, TX 78362 (own-home)
Document yard-drainage ponding at a resident's own home on the corridor, home 1, resident homes along the US Highway 181 corridor, Portland, TX 78374, and near Cove Park, Ingleside, TX 78362 (own-home) (2026-07-27)
This home's yard ponds water near the foundation after a Coastal Bend downpour or tropical system, and no record exists yet to prioritize a professional regrade. Standard: FEMA floodplain and coastal storm-surge siting screen, applied here to San Patricio County's Coastal Bend hurricane-season storm-surge and heavy-rain drainage conditions around Portland and Ingleside. SDG 11.5 disaster resilience. Proof: homeowner/resident-permission record + document-only photo log + resident-interview note + GPS + ranked follow-on note Method (FEMA floodplain and coastal storm-surge siting screen, applied here to San Patricio County's Coastal Bend hurricane-season storm-surge and heavy-rain drainage conditions around Portland and Ingleside. SDG 11.5 disaster resilience.): 1. 1. Walk the resident's own dry yard with the resident and photograph any low spots, ponding stains, or erosion channels from a normal standing position. 2. 2. Note where downspouts discharge and whether water pools near the foundation on the home's soil. 3. 3. Ask the resident when and how badly the yard has ponded during past storms and record their answer. 4. 4. Record a ranked follow-on note naming the yard for a licensed grading contractor's regrade visit. Done when: homeowner/resident-permission record + document-only photo log + resident-interview note + GPS + ranked follow-on note
How this work is done
A documented method, so this packet comes out the same whoever does it. Typically 45–90 minutes. Method of record: FEMA floodplain + green-infrastructure siting screen
Bring
- GPS phone
- tape/ruler for deposition depth
- metals field kit (if sediment screen in scope)
- boots + gloves
- camera
Steps
- 1. Confirm post-event conditions are safe; navigate to the site; record GPS.
- 2. Photograph deposited sediment / affected area.
- 3. Measure deposition depth at representative points.
- 4. If a sediment contaminant screen is in scope, run the metals field kit and record values.
- 5. Note debris, hazards, and the extent (sketch).
- 6. Enter depth, any analytes, hazard notes, GPS, photos into the proof record; sign.
If it does not match the plan
- Unstable ground / submerged debris / contaminated water -> document from safe footing; do not enter.
- Elevated metals in deposited sediment -> flag before any reuse; recommend lab confirm.
What counts as done
- Deposition depth recorded at representative points
- Metals screen recorded (if in scope)
- Debris/hazard note + extent sketch
- GPS waypoint + timestamped photos
Proof is measured against these, not judged by taste.
