All of it: the words, the place, the proof
Cold-patch potholes on the 4th St residential blocks near Soto St. Potholes on these residential blocks jar every car, bike, and stroller that crosses them and grow with each rain; a cleaned, tacked and tamped cold patch on the quiet residential blocks (never arterials) keeps the street usable between City repaves. Each hole is broken pavement with a loose, crumbling edge. For the payer: - Price: $600 per 10 potholes of up to 4 square feet each, patched with cold mix and a hand tamper. Basis: two workers for about four hours at about $45 an hour each plus cold mix, tack coat and traffic control, about $60 a hole; proposed, to verify against the City's unit price. - Likely payer: StreetsLA (street maintenance). In their words: maintains, cleans, repairs and manages streets, sidewalks and related public-right-of-way assets. - No license is needed while the whole job stays under the minor work limit in Business and Professions Code 7048 (to verify the current limit); above it, a CSLB C-12 contractor. - Permit: StreetsLA or Bureau of Engineering public works permit for street work (a B-permit: wider public works) and an approved temporary traffic control plan (LADOT, to verify); residential streets only, never an arterial.
Fund it for $600. The receipt lands onchain once the proof is approved.
Safety, read before you claim
The employer provides drinking water, shade and cool-down rests, and N95 masks when wildfire smoke puts the AQI at 151 or more. Start after the crew's safety orientation. Work only under a right-of-way permit, on residential streets, never arterials and never in a lane with moving traffic. Cone off each pothole, wear heat-resistant leather boots, heat-resistant gloves and a high-visibility vest, and stop work if traffic cannot pass safely around the coned area; get flagger training and an approved traffic control plan before any work in the roadway.
The full safety list for this job:
- Use hand tools and a hand tamper only; no excavation equipment.
- Gear, Title 8 sections 3385 and 3384: heat-resistant leather boots for hot mix and sealant splash; heat-resistant gloves for hot mix and sealant burns.
- Wildfire smoke, section 5141.1: at a PM2.5 AQI of 151 or more the employer provides N95 respirators for voluntary use and moves the work indoors or cuts exposure where feasible; above AQI 500 respirators are required under a respiratory protection program.
- Heat, section 3395: drinking water, shade and cool-down rests; shade is ready at 80 F and the high-heat steps start at 95 F.
- Orientation, section 3203: the crew's injury and illness prevention program orientation comes before any work.
- A trained flagger or the City's approved traffic control plan, drawn to the California MUTCD (Part 6), is in place before anyone steps into the lane (Title 8 section 1599).
How this work is done
How this work is done
A documented method, so this packet comes out the same whoever does it.
Bring
- cold-patch asphalt mix and tack coat
- hand tamper, shovel, wire brush and a broom or blower
- ruler, straightedge and tape measure
- cones, signs, hi-vis vests and a flagger kit
- gloves, eye protection and closed boots
- camera and GPS phone
Steps
- Photograph and measure each hole (length, width and depth with a ruler) and record its GPS point; a hole over 4 square feet, undermined, sunken at the edge or full of water is listed and filed on MyLA311, never patched over.
- Confirm the right of way permit and the approved traffic control plan, that the block is residential and not an arterial, and that every crew member on the street has flagger training.
- Set the traffic control exactly as the plan draws it, with the pedestrian path kept open, before anyone steps into the lane, and never work in a lane with moving traffic.
- Chip out the loose material by hand, sweep and blow each hole clean, and keep it dry; nothing is cut, ground or dug out.
- Fill each hole with cold-patch mix in lifts no thicker than the mix maker allows, tamp each lift with a hand tamper, and leave the patch flush within a quarter inch of the street, checked with a straightedge.
- Hold the closure until the patch can carry traffic, then remove the traffic control in the reverse order.
- Photograph each patch from the before vantage, count the holes done, and log the permit reference, the mix and the quantity.
What counts as done
- The permit reference and the approved traffic control plan cited
- Each hole measured before, with the ruler in the shot
- A straightedge laid across each finished patch, photographed, with the gap noted
- Before and after photos of each hole from the same vantage, each with GPS
- The cold mix used, the quantity logged and the count of holes done
- The MyLA311 service request number or the City work order or package number this block answers, copied from the request, or none when there is none
- Sign-off: the City inspector (Bureau of Engineering or StreetsLA) signs off the finished work, or the City closes the work order in writing. Write who signed and the date, or the date you asked.
- Photos: take the before photo and the after photo from the same point (stand where the first one was taken and match its frame), each with its GPS point and its date and time.
Proof is measured against these, not judged by taste.
The standard this serves
Civic Safety Reporting. Civic safety is the craft of noticing for your neighbors: the burned-out light over a dark corner, the sidewalk lip waiting to trip someone, the overgrown hedge hiding a crosswalk. This standard is documentation and coordination only, no repairs: see the hazard clearly, grade how serious it is, record it with a photo and a place, and route it to the people with the authority to fix it. Mastery looks like a neighborhood where problems are found while they are still small. This packet is one clear-eyed report, and one clear report is how every fix begins.
What is promised, and what is not
Three separate acts, never one: a vote is a free signed preference that moves no money; a pledge is free signed backing intent, balance-checked, that moves no money and never marks the packet funded; funding is a real payment, made by the payer straight to the worker, with no Vealth fee. Paying Vealth is closed: Vealth takes no new card or wallet payment for a job. To fund a job, offer to pay the worker directly, then pay them yourself when you accept the proof, from your own wallet or by your own card or bank. From a wallet: prepare_token_offer, sign, submit_token_offer; after the proof is accepted you pay the worker on chain and the worker records it (prepare_token_settlement, or POST /labor/settle for USDC on Base). By card or bank: prepare_direct_offer, sign, submit_direct_offer; you pay the worker yourself and the worker records it with prepare_direct_settlement. Both are free, need no gas, and move no money through Vealth.
Open, but not claimable yet. restricted: permit-required. Regulated or permit-required work cannot be claimed on this rail yet. It stays readable; voting and pledging are free, and funding is separate from claiming.
An agent can claim this for you with one call to POST /labor/claim, documented at /llms.txt.
Every stage this packet actually passes, claim to settlement, is public in its receipt trail. A stage that has not happened is not claimed.
Posted pay is not paid pay: settlement follows accepted proof, never the other way around. Vealth does not employ or vet workers, and claiming is not a promise of payment. See how proof and receipts work.
Other acts: vote, pledge, fund
