All observation happens from the refuge's designated public overlook, the auto-tour route, or a public road only.
  4. 4. Record a ranked follow on note naming the overlook for the refuge's amenity-repair program. Sandhill crane wintering season on the Llano Estacado brings extreme cold and high wind with no windbreak on this open, treeless plains landscape; dress in layers, protect exposed skin, watch for signs of cold exposure, and limit time outdoors accordingly.
