Steps

Survey the residential side streets and log every pothole with GPS, a depth measurement and a before photo.
Confirm the block is residential and not an arterial, and that each hole can be coned without entering a moving traffic lane.
Sweep each hole clean of loose material and standing water.
Fill with cold-patch asphalt mix in lifts and compact each lift with a hand tamper until flush.
Photograph each finished patch from the matching vantage and record materials used and tamper passes.
