How this work is done

A documented method, so this packet comes out the same whoever does it. Typically 120–480 minutes. Method of record: Small-area concrete and asphalt repair in the public way (pothole cold patch, pavement and curb-face patch, gutter spall, stoop, trip-hazard grind) to ADA/PROWAG surface tolerances under a right-of-way permit, with wet-cut or vacuum dust controls.

• right-of-way permit + cones, barricades and signage for a compliant work zone
• cold-patch asphalt or the specified repair mortar, plus bonding agent
• grinder or saw with a water feed or vacuum shroud (respirable silica control)
• tamper or plate compactor, trowels, screed
• smart level or 2-ft level + straightedge + tape measure

Steps

1. 1. ASSESS: photograph the defect as found and measure it (vertical discontinuity, ponding depth, spall area, cross slope); record the numbers before touching anything.
2. 2. Set the work zone: cones, barricades and a maintained pedestrian detour; confirm the right-of-way permit and, for anything cut into the ground, the honored 811 locate.
3. 3. Square up and clean the repair area, removing loose and unsound material back to a sound edge; run every cut or grind wet or under vacuum, never dry.
4. 4. Place the repair material in the specified lifts, compacting or consolidating each lift, and finish to match the surrounding grade and the drainage direction.
5. 5. VERIFY: straightedge and level the finished patch, confirming vertical discontinuity at or under 1/4 in and cross slope at or under 2 percent; record both readings.
6. 6. Photograph the finished repair from the before vantage, log the permit reference and the cure or reopen time, and enter them in the proof record.

If it does not match the plan

• Any cutting or grinding without a water feed or vacuum shroud -> STOP: respirable silica control is not optional.
• The failure is larger than the patch (undermining, a void under the slab, a sinkhole) -> document and route to the city engineer; do not patch over it.
• No right-of-way permit, or no safe work zone off the traffic lane -> STOP: document from the sidewalk and report.

What counts as done

• Before photo of each pothole with a ruler showing depth, plus GPS
• After photo of each compacted patch from the matching vantage, flush with the pavement
• Materials note (cold-patch mix, bags used, tamper passes) and the street segment covered
