1. From the public street or an adjacent stable sidewalk panel, observe and photograph a missing, badly cracked, or unstable sidewalk segment, never stepping onto an unstable panel.
2. Measure the gap or displacement using a tape measure held from a stable stance, and photograph the measurement.
3. Note the segment's length, approximate age of the damage, and any tripping or wheelchair-blocking hazard.
4. Record a ranked follow-on note naming the segment for the county's ADA-retrofit sidewalk-repair crew.
