- 2. Hand-clear surface debris (leaf litter, trash, silt) from the visible culvert opening using a rake or grabber, staying entirely outside the culvert barrel.
- 3. Never enter the culvert barrel or any vault, and stop immediately and reschedule if water begins flowing or rain is approaching.
- 4. Photograph the cleared opening from the matching before vantage and log the debris volume removed.
