Steps

1. Drive or walk a fixed loop of public roads in the 5th District at a consistent time each week.
2. At five fixed public points, record flaring, plumes, dust, and odor strength with wind direction.
3. Photograph the industrial skyline from each point without leaving public rights-of-way.
4. Complete one dated log sheet per round.
5. Photograph the completed sheet with GPS and date.
