  1. Photograph the lot's starting condition from two angles.
  2. Bag litter and stack bulk debris at the legal pickup point.
  3. Cut weeds and overgrowth to a tidy height with hand tools or a push mower.
  4. Photograph and report, never touch, needles, drums, or unknown containers.
  5. Photograph the finished lot from the same angles with GPS and date on.
