What the work involvesTorrance City Hall still runs legacy fluorescent or incandescent lighting on its highest-use circuits. A licensed electrician swaps the fixtures for code-compliant LED and confirms the load drop at the panel.

Steps
- 1. Photograph and log every fixture on the highest-use circuit (type, wattage, count).
- 2. De-energize the circuit, verify zero voltage, and swap each fixture for a code-compliant LED equivalent.
- 3. Re-energize and confirm every fixture operates on its switch/control.
- 4. Meter the circuit's draw before and after the swap.
- 5. Hand the building the fixture log with the before/after circuit-draw numbers.
