Steps

  1. 1. Count and record all mortalities per flock/house at the same time each day.
  2. 2. Note the housing system (indoor barn vs free-range) per flock, since the fixed mortality threshold differs (0.08% vs 0.13%).
  3. 3. Compute the daily mortality percentage (deaths / flock size) and compare against the fixed threshold for that housing system.
  4. 4. Compute the ratio of today's mortality to the average daily mortality of the PRIOR week, and compare against the 2.9x ratio threshold.
  5. 5. If EITHER threshold (fixed or ratio) is exceeded, note the date; a single day over threshold is monitored closely but not yet a trigger.
  6. 6. If the threshold is exceeded for a SECOND CONSECUTIVE day, treat as a positive screen and proceed to the egg-production confirmation step (or, for non-layer flocks, report directly).
  7. 7. For layer flocks, compute the weekly egg-production ratio (this week's production / expected or recent-baseline production) and compare against the <0.94 confirmation threshold.
  8. 8. If the mortality screen is positive (step 6) AND the egg-production ratio is below 0.94, report IMMEDIATELY to the state veterinarian or USDA's toll-free line (1-866-536-7593).
  9. 9. Regardless of any numeric threshold, any bird showing acute HPAI-consistent signs (sudden death, respiratory distress, swelling of the head/neck, neurological signs, diarrhea) is reported IMMEDIATELY -- never wait for the 2-day sustained threshold or the egg-production confirmation when acute signs are present.
