Steps

1. 1. Find the most recent water loss audit the system filed with its state or its regulator, and transcribe water supplied, authorized consumption, apparent loss and real loss in the report's own units, without rounding.
2. 2. Record the non revenue water share, the infrastructure leakage index and the AWWA data validity score exactly as published, and list every input the utility itself flagged as an estimate rather than a measurement.
3. 3. Choose a public route and walk it on a dry morning with no rain in the previous 24 hours, recording a GPS track, so that any wet ground has no weather to explain it.
4. 4. At each finding take a GPS waypoint and a photo from the public right-of-way, and write one line: what is wet, what surface it is on, and how far the water is travelling. Observe only: do not enter, touch or open a valve box, a lid or a meter, and never operate anything.
5. 5. File each finding on the utility's own public reporting line while still on the route, and write down the reference or service request number the utility returns for each.
6. 6. Close the run with a count: findings, reports filed, reference numbers received, and any finding deliberately not reported with the reason. Set the count beside the filed audit's real loss figure and say whether the walk supports it.

What counts as done
