Steps

1. 1. Establish authority: the steward's written permission for anything on a site, and for a greywater packet the EXISTING permit or approval reference for the system, with its issuing authority. A system with no permit is not worked on; it is routed to the authority.
2. 2. For an inventory, read the utility's recycled water reports and the state reuse permits first, then walk public parks and medians recording a GPS waypoint and a photo for every purple pipe, purple valve box or posted recycled water sign, and finally name the nearby public sites still irrigating with drinking water.
3. 3. For a catchment, measure the roof area the downspout serves, choose a tank size against that area and the local annual rainfall from a cited source, and set a level, load rated base capable of holding the full tank.
4. 4. Fit the screened inlet and the first flush diverter, seat the sealed lid, and route the overflow away from the foundation with its own screen. The downspout is used as it is: it is not cut, extended above reach or re-routed, and nothing is connected to any building plumbing.
5. 5. Label the tank non potable in plain sight, install any signage the authority requires, and photograph the base, the inlet, the diverter, the lid, the overflow and the label separately.
6. 6. For a greywater packet, shape and mulch the receiving basin at each existing outlet without moving or opening the outlet, then plant at the basin edge rather than in the flow, keeping every edible part out of contact with the water. Sign the bed with the water it receives.
7. 7. Name the steward who will maintain the tank or the beds, and record what maintenance means: screens checked, diverter emptied, tank drained before a hard freeze, mulch topped up.
