What the work involvesA shaded, rooted bank holds its own water, cools the reach and takes the first flush before it reaches the Rio Grande and the Hueco Bolson. On a public bank or floodplain terrace near El Paso, with the owning authority's written permission and an honored 811 locate, plant a native riparian buffer above the ordinary water line: deep rooted grasses and sedges at the toe, shrubs mid bank, and small trees at the top, mulched, with a first year watering plan and a named steward. Work from the dry bank only; nothing is placed in the channel.

Steps
- 1. Walk the reach with the site plan (or the standing bioassessment/watershed-health finding, if one exists) and photograph the bank/buffer segment as found: bare soil, invasive cover, litter, erosion.
- 2. Clear invasive growth and litter from the planting zone by hand, bagging trash separately from green waste; leave native volunteers in place.
- 3. Plant native riparian species (or set willow stakes / erosion-control matting) at the spacing and depth the site plan calls for, working from the top of bank downward; water each planting in.
- 4. Stake or anchor any erosion-control matting so it will not lift in the next high-flow event, and mulch around new plantings kept clear of stems.
- 5. Photograph the finished segment from the matching vantage, record species/count or matting area installed, and note any follow-up watering the planting needs.
What counts as done
- The owning authority's written permission and the 811 locate ticket number, both dated before any digging
- A GPS polygon of the planted buffer with the bank length and the average width from the ordinary water line
- Before and after photos from the same vantage, and a species list with counts by bank position, all regionally native, with the nursery source
- The first year watering plan with the named steward, and the survival check date set for the following season
