- Walk a set corridor route and locate every dumping pile visible from public space.
- Record each pile's location, estimated size, and main contents.
- Flag piles with drums, tanks, or unknown containers as hazardous, for report only, never touching.
- Submit each pile to the city's public reporting channel.
- Photograph every pile with GPS and date on and record the full survey list for the removal crew.

What is promised, and what is not
