- Photograph each pile from two angles with a landmark in frame.
- Log GPS point, pile size class, and contents category (household, construction, tires, unknown drums flagged separately).
- Submit each site through the county's public reporting channel and record the report number.
- File the full site list with photos as one dated packet.

What is promised, and what is not
