Clear Lake is the oldest lake in North America and Lakeport's front yard, but summer cyanobacteria blooms now paint its shoreline green and close it to swimmers most years. The blooms feed on nutrients washing in from town and creek outfalls. A regular photo record of which outfalls flow, what they carry, and where the bloom sits gives the county's lake managers ground truth they cannot collect everywhere themselves.

Steps
- Walk the public shoreline path and photograph each storm outfall from a dry standing point, noting whether it flows.
- Photograph the bloom edge and water color against fixed landmarks like dock pilings.
- Note any posted advisory signs and their condition.
- Record wind, weather, and the date and time with each photo.
- Upload the full photo set with GPS so visits build a season-long record.

The standard this serves
Watershed Health. A watershed is everything the land pours into a stream, and the stream keeps the record. The EPA's bioassessment method reads that record through the small creatures living in the gravel: mayflies and caddisflies mean clean water, only worms and midges mean trouble. Mastery looks like a person who can wade one riffle with a net and tell you how the whole valley is doing. That skill is built sample by sample. This packet is one of them: one site, one careful count, one entry in the long record of a stream.
What is promised, and what is not
