  2. Photograph visible fenceline conditions such as fencing, signage, and stormwater outfalls from the public vantage point.
  3. Log the date, time, weather, and wind direction in a written field notebook.
  4. Note any visible flaring, unusual odor, or dust using plain observational language, without collecting any sample.
  5. Submit the photo log and notes for the public record.
