- 3. 逐点记录四项：标识可读、桶体完好、周边无散落、洗手设施可用，各记是或否。 | Record four yes-or-no items per point: signage readable, bins sound, surround clear, handwash usable.
- 4. 按四项中不合格数量排序，列出最需要处理的三个点。 | Rank the points by how many of the four items fail and name the three most in need.
- 5. 把简图、四项记录表和排序交给管养单位，不做任何清理或修复。 | Hand the sketch, the four-item table and the ranking to the maintenance unit, doing no cleaning and no repair.

What is promised, and what is not
Three separate acts, never one: a vote is a free signed preference that moves no money; a pledge is free signed backing intent, balance-checked, that moves no money and never marks the packet funded; funding is a real payment that backs the wage.
