Steps

1. Walk the planting and note every affected plant, its species/variety if known, and the pattern of affected plants (isolated, spreading from one point, whole row/bed).
2. Record SYMPTOMS observed on the plant itself: leaf-spot shape/color/margin, wilting pattern, cankers, galls, chlorosis, stunting, dieback.
3. Record SIGNS observed — actual physical evidence of the causal organism: fungal fruiting bodies/mycelium, bacterial ooze, insect life stages/eggs/frass, mite webbing — kept explicitly separate from the symptom list.
4. Photograph per clinic guidance: whole plant/planting, a close-up of a representative symptom, both sides of an affected leaf, and a healthy-tissue comparison shot.
5. If a specific reportable pest or disease is suspected (see decision rules), report to the state department of agriculture THE SAME DAY before doing anything else.
6. For a non-reportable but uncertain case, submit a physical sample (fresh, double-bagged, kept cool) or the photo set to a named NPDN-member state clinic per its current submission instructions; record the clinic name and submission date.
7. Record the clinic's or state ag department's response when it returns; route any recommended action to the appropriate professional (licensed applicator, arborist, extension agent) rather than acting on it directly.

What is promised, and what is not
