1. A licensed civil or paving contractor identifies the lot’s actual low corner, confirms the drainage area sized to this lot’s own paved acreage, and honors an 811 utility locate before any cutting.
2. The contractor saw-cuts a curb opening at the low corner sized to the confirmed flow, coordinated with the site owner’s facilities or public works department and any required permit.
3. A trained landscape or GSI-install crew grades a shallow depression behind the opening, amends the soil for infiltration, and plants native, salt- and oil-tolerant bioretention species.
4. The crew mulches the cell, confirms the opening drains freely into it with a test pour, and photographs the finished cell with the curb cut and the lot’s low corner both visible in frame.
