Sweep the haul route's street edge at the Union Station and Metro headquarters build and bag the tracked-out material. Every truck leaving Link Union Station early works beside Metro headquarters, One Gateway Plaza tracks mud and gravel onto Vignes Street between Cesar Chavez Avenue and the US-101 overpass, and Cesar Chavez Avenue at the Gateway Plaza edge, and it ends in the gutter, on the crosswalks and in the bike lane, where it becomes dust in the afternoon and a crash on a bicycle. Clean the gutter, the curb face, the crosswalks and the bike lane along the route, rake the storm inlet grates clear at the surface, never lifting a grate, weigh or count what came off, and photograph the gate it came from. Trackout past the gate is a Rule 403 matter: file it on MyLA311, the City of Los Angeles service request line, and Metro's 24-hour project hotline and on the air district's complaint line and record the reference numbers.

Steps
- 1. Confirm the haul route and the gate from the packet and from what you see: where the trucks turn out, which gutter, crosswalks and bike lane they cross, and which inlet grates lie on the route. Set your fixed photo points at those spots.
- 2. For the cleaning run: photograph each fixed point, sweep and shovel the tracked-out mud, gravel and spilled aggregate from the gutter, the curb face, the crosswalks and the bike lane into bags, rake each inlet grate clear at its surface only, weigh or count the bags, and photograph each point again.
- 3. For the observation log: run at least three timed sessions on different days from the same public vantage, and log every event with its kind (dust crossing the property line, uncovered load, trackout length past the gate in feet, a truck idling more than five minutes at the gate or in the queue, a water truck seen or not), its time, its photo and its GPS point.
- 4. File trackout past the gate and visible dust crossing the line on the air district's complaint line, and idling over five minutes on the state's idling line, one filing per event or per day, and record every reference number in the log.
- 5. Publish the run or the log with its photos, weights, times and reference numbers, without any statement that the site is compliant or in violation, and anchor its content hash via vealth.net/anchor.
What counts as done
- Before and after photos at fixed points on the gutter, the crosswalks and the bike lane along the haul route, each with GPS and time
- The material removed, bagged, weighed or counted, and where it went
- The gate the trackout came from photographed from public ground, with the length of the trackout past the gate in feet
- Any filing on the city's line or the air district's complaint line with its reference number

What is promised, and what is not
Three separate acts, never one: a vote is a free signed preference that moves no money; a pledge is free signed backing intent, balance-checked, that moves no money and never marks the packet funded; funding is a real payment that backs the wage.
