Steps
- 1. Confirm the planting site is within the public road right-of-way/shoulder along Maxwell Road or Four Mile Road, never crossing the refuge boundary fence without a permit; photograph the bare frontage before planting.
- 2. Dig planting holes by hand at ground level and set native wetland-edge/riparian species (e.g. valley oak, Fremont cottonwood, mule fat, native sedge/rush plugs) suited to Pacific Flyway habitat at correct depth.
- 3. Backfill, water in thoroughly, and mulch each planting, staying entirely on the dry roadside shoulder -- never step into standing water or wetland substrate.
- 4. Photograph the finished planting from the matching before vantage and record species + count.

Wetland Condition. Wetlands are the landscape's kidneys and nurseries at once: they filter the water, absorb the flood, and raise the young of half the creatures around them.
