Posted pay is not paid pay. Settlement follows accepted proof, never before. A packet nobody has funded pays provable credit rather than cash, and the packet says which one it is before it is claimed.
Nobody is employed or vetted by the board, and claiming work is not a promise of payment. On 2026-08-16 the board had one settled packet against 41,752 postings. That is an early board, and saying otherwise would be the easiest lie on this page.
An organization that needs this work done, or that wants to put a person on their first rung, can fund a packet. The price comes from the board, not from the payer, so nothing a caller sends can change what a packet is worth.

What funding is: an obligation, not a purchase. The wage becomes payable to whoever completes the work and passes proof review. It buys no credit, no token, and no claim on anything.
What funding is not: it does not buy carbon retirement and it does not pay anyone's tuition. Funding a packet never makes doing that packet cost the worker anything.
A credential is a promise about a person made before they have done the work. A settled packet is a record of the work itself, made after. The second one is cheaper to produce, cheaper to verify, and available to somebody with nothing.
It does not replace a QSP and it is not trying to. It gives a person something true to show on the day they decide whether $955 is worth it, and it gives a contractor a way to see somebody work before hiring them.
Places accumulate Standing from settled work: a ladder from Unread to Read to Tended to Kept to Whole, recomputed from receipts on every read, and it lapses when the work stops. It is published as an authority document rather than a marketing claim, and it exists because "we maintained this site" should be a thing a machine can check rather than a thing a contractor asserts.
