Act 1: ship the PR. Act 2: ship the watershed.

Act 1 is what GitHub already does: a coding agent turns an Issue into a reviewed, merged pull request. Act 2 is this concept: the same agent, in the same session, funds and verifies a physical ecological work packet over x402 (a web-native way for AI agents to pay per use), and gets a receipt back that reads exactly like a build attestation.

1 · An Issue is filed

#4821: Fix N+1 query in /reports export. Labeled, assigned to the Copilot coding agent. This is a unit of work with a clear definition of done.

2 · The agent works in a sandbox

It researches the repo, writes a plan, makes changes on a branch inside a GitHub Actions sandbox, asynchronously, no human babysitting.

3 · A pull request is the proof

The agent opens a PR: the diff, the test, the CI run, a reviewable artifact a human signs off on. The PR is proof-of-work.

4 · Merge is settlement

Approved → merged. With artifact attestations on, the build emits a Sigstore-signed, Rekor-logged provenance receipt: this artifact came from this reviewed work.
