What the work involvesYoungstown shrank by more than half after steel left, and its south side blocks mix occupied homes with long runs of vacant lots whose condition nobody currently tracks. A quarterly sidewalk survey is the map the cleanup and greening work runs on.

- Choose a south side block face and identify every vacant lot from the public sidewalk.
- Record overgrowth, litter, dumping, standing water, and structures per lot.
- Rank lots for follow-on cleanup and flag greening candidates.
- Note hazard items for report only.
- Photograph each lot from the sidewalk with GPS and date on and record the survey.
