A no-touch photo survey of peeling exterior paint builds the address-level record that steers certified stabilization crews to the worst housing first.

Steps
- Survey from public sidewalks, or from porches and yards only with the occupant's invitation.
- Record every area of peeling, flaking, or chalking exterior paint by structure location.
- Note bare soil lines against painted walls and visible chip debris.
- Never touch, scrape, sand, or collect paint or soil.
- Photograph each finding with GPS and date on and compile the record for the certified follow-on crew.

What is promised, and what is not.
