What the work involves

Welch sits where three creeks meet the Tug Fork, and the floods of recent years, including the deadly February 2025 event, keep finding the same blocked culverts and debris-jammed channels. A dated photo survey of every culvert, wall, and debris jam from safe public ground is what county flood requests are built on.

  1. Walk the assigned creek-adjacent public route in dry weather only.
  2. Photograph every culvert mouth, channel wall, and visible debris jam from the road or bank top.
  3. Rate each point's blockage on the survey scale and mark it on the route map.
  4. Note structures and homes immediately downstream of each blockage.
  5. Submit the survey, map, and GPS-dated photos the same day.

  • Blockage rating per point on the survey
  • Route map with points marked
  • Dry-weather timestamp
