What the work involvesEast Porterville became the national face of the drought when over a thousand private wells went dry in 2014-16; many homes have since connected to Porterville's city system, but others still run on shallow private wells of unknown quality. A recorded test at each invited tap, city or well, tells the household what it is actually drinking. Around here, assumptions about water have already failed once.
How this work is done

Steps
- Bring a certified home test kit covering nitrate, bacteria indicator, lead, and hardness.
- Run the cold tap for two minutes and collect samples per kit instructions.
- Develop and read each result against the chart in good light.
- Record results with date and explain each number plainly, noting any result that warrants a certified lab follow-up.
- Photograph the developed kit at the tap and record readings with GPS and date.

The standard this serves
Drinking Water Safety. Drinking water safety rests on hard numbers: the EPA and the World Health Organization publish exact limits for lead, bacteria, nitrates, and the rest, the line between water that is safe and water that only looks safe. Clear water can fail the test; slightly cloudy water can pass it. Only the test knows. Mastery means clean sampling habits, honest custody of every sample, and readings a stranger can trust. This packet is one correct sample or one careful reading, taken by the book. Every safe glass of water stands on somebody having done this properly.
What is promised, and what is not.
