What the work involves

East Palo Alto is squeezed between San Francisquito Creek and the bay, with some of the lowest ground and least flood protection on the Peninsula, the 1998 creek flood put hundreds of homes here underwater. Cooley Landing is the community's window on the rising bay. A repeatable king-tide photo record at its shoreline is the plainest evidence of what is coming that residents can produce themselves.

Steps

  1. Check the tide table and arrive at Cooley Landing for the peak hour of the king-tide series.
  2. Photograph the water level at five fixed points (shoreline path edges, the boat-launch area, marsh edge markers) from paved ground.
  3. Keep a fixed landmark in every frame for later height reading.
  4. Record date, time, and predicted height on the log card.
  5. File photos and card as one dated record.

  • Photo of the log card with predicted height
  • One normal-tide comparison shot of the same point

The money and the proof

What is promised, and what is not.

Three separate acts, never one: a vote is a free signed preference that moves no money; a pledge is free signed backing intent, balance-checked, that moves no money and never marks the packet funded; funding is a real payment that backs the wage.
