Steps

1. 1. Photograph the sidewalk/curb-ramp/inlet or exterior pipe/hose-bib run as found (snow/ice depth, ponded ice, bare pipe exposure) from the vantage points that will be used again after.
2. 2. Confirm scope with the occupant/owner or, for public right-of-way, confirm the segment is city/public frontage, not a driveway or private easement requiring separate authorization.
3. 3. Clear snow and chip/melt ice from the sidewalk panel, curb ramp landing and detectable-warning surface, or the storm-drain inlet grate and gutter approach, working from the surface only -- never enter, reach into, or open any drain or utility structure.
4. 4. For exterior pipes: wrap exposed supply lines, hose bibs and condensate lines with insulation sleeves or heat tape sized to the run; cap outdoor spigots with insulated covers.
5. 5. Verify the cleared path is walkable curb-to-curb-ramp with no residual ice sheet, the inlet accepts a test pour of water with no ponding, or the wrapped pipe run is fully covered with no exposed section; photograph the finished work from the same vantage as the before photos.
6. 6. Enter before/after photos, materials used (ice-melt volume, insulation footage), and any hazard flagged (structural ramp damage, cracked pipe, active leak) into the proof record; sign.

If it does not match the plan

• Any structural damage to the ramp, sidewalk panel, or inlet grate found under the snow/ice -> document and route to the city right-of-way repair queue or a licensed contractor; this scope is clearing, not repair.
• A pipe already burst, actively leaking, or a frozen line that has already failed -> route to a licensed plumber immediately; do not attempt to thaw a pressurized line.
