What the work involvesPort Arthur has taken Harvey, Laura, and Delta inside five years, and many West Side homes are older single-story houses whose clogged or sagging gutters dump storm water straight at the foundation. Clearing the runs and re-securing loose brackets from the ground is cheap protection before the next named storm. No roof work: everything happens with ground-reach tools.
