Build a planted bioswale to slow street runoff in Heliópolis

Once a gutter run is clear, the deeper fix for Heliópolis's flooding is giving stormwater somewhere to soak in rather than racing straight to an overloaded drain. A shallow planted bioswale along the curb slows and filters that runoff before it reaches the storm system. This intermediate build follows directly from the cleared gutter section.
