Zone 3 has small vacant lots scattered among its residential blocks, and before any of them can become a garden, someone needs to record what's actually there: debris, slope, sun exposure, fencing. A simple condition survey at a host-invited lot builds that record and flags the site as ready for a build crew. This is a walk-and-photograph task, not construction.
