What the work involvesWillits winters freeze hard enough to burst the exposed pipes under older homes' crawlspaces and at outdoor hose bibs, and a burst pipe in January is a disaster a fixed-income household cannot absorb. Foam sleeves and bib covers installed in one visit remove the risk for the price of the materials.

Steps
- Confirm the invitation and locate exposed supply pipes at the crawlspace entry, exterior walls, and hose bibs.
- Photograph each exposed run before work.
- Fit foam pipe sleeves along each reachable run, taping joints and elbows.
- Install insulated covers on outdoor hose bibs and show the occupant the drip-night routine.
- Photograph each protected run and bib with date.
