Steps
- 1. Count each round's collected items by category, matching the bin's contents against the signage rules.
- 2. Note any item refused at the bin per the signage, a damaged battery or a broken lamp or CRT, and confirm it was referred to the county line rather than accepted.
- 3. Compile the round's count and any refusals into a short report for the facility's coordinator.
- 4. Deliver the report and confirm the next round's date with facilities staff.

What is promised, and what is not
Three separate acts, never one: a vote is a free signed preference that moves no money; a pledge is free signed backing intent, balance-checked, that moves no money and never marks the packet funded; funding is a real payment that backs the wage.
