1. From the public sidewalk or an adjacent stable panel, observe and photograph a missing, badly cracked, or unstable sidewalk segment, never stepping onto an unstable panel.
2. Measure the gap or displacement using a tape measure held from a stable stance, and photograph the measurement.
3. Note the segment's length, approximate age of the damage, and any tripping or wheelchair blocking hazard.
4. Record a ranked follow on note naming the segment for the local ADA retrofit sidewalk repair crew.
